Orange County Bd. of Zoning Appeals 06/06/2008 In an appeal from the decision of a board of zoning appeals, the circuit court erred by affirming that decision, which upheld a zoning administrator's decision to deny a permit for the construction of a residential dwelling with a garage and shed. No declaration of covenant was recorded and the ambiguous language of the plat in question imposes no restrictions on the development of the parcel. The judgment is reversed.
