AT&T 03/03/2000 In an appeal from a decision of the Virginia State Corporation Commission reducing the applicant telephone company's gross operating income by approximately $27,000,000, the Commission's order was not an abuse of discretion. The applicant's attempt to have the Commission incorporate new depreciation rates in the proceeding was untimely. The judgment of the Commission is affirmed.
